Most people's first posts aren't quite so helpful.
Also, Kir, you'll probably have to enable it, too. That can be done via one of the menus (I forget which) or by doing it manually. I prefer doing it manually myself. If you need any help with that part, just read Kefler's complete guide for installing CFWE. The pops section is about halfway down the page or something.
And to answer your other question...aside from the CFWE you're using and Pops, thats all you really need. You basically have the same capabilties as full CFW, with the exception of some types of themes. You can even add emulators to play games from other systems. Those would go in the PSP/GAME folder as well.

EDIT: oh and there are other plugins you might be interested in as well, like cheats and stuff. There's also a PDF reader so you can read players guides and GameFAQs on your PSP too. It's called
Bookr v0.8.1. You'll find it in the downloads section of the site.
